This report lays out the basic physical structure of energy systems. From this can be derived both the physical options / contingencies to be considered, and the physical constraints on choices, when designing an adequate energy system. The report provides essential preparation to systematically characterising the nature of energy options. It enables the suite of alternative basic energy scenarios to be constructed as the starting point for scenario backcasting, adaptive analysis, and development of an adaptive energy policy. For completeness, the report concludes with a brief overview of the categories of all other constraints on adequate energy policy.
